Companies conducting R&D and software projects can apply to Balıkesir Technopark.
Applications to the Technopark begin by completing the online application form on our website and uploading the required attachments. Afterwards, the applicant must deliver the printed application documents obtained from our website, with original signatures, to Balıkesir University Technology Development Zone Management Inc. within 3 business days. Projects may last a minimum of 6 months and a maximum of 36 months.
The evaluation of applications is completed within a maximum of 15 days from the submission of the forms. During this period the entire process is finalized and the Technopark Board's decision is communicated to the companies.
There is no restriction preventing firms whose applications are considered unsuitable from applying again.
Companies' contracts are made for one year and are tied to the project durations specified in the application forms.
Companies permitted to operate in the zone benefit from certain tax exemptions under the Technology Development Zones Law. (i) Salaries of R&D personnel, research staff and software personnel working in the zone are exempt from income tax until 31/12/2023. (ii) Income derived exclusively from R&D and software development activities carried out in the zone is exempt from corporate tax (and income tax for individuals) in the zone until 31/12/2023. (iii) During the period in which entrepreneurs operating in the zone are exempt from income or corporate tax, deliveries and services they produce in these zones—such as system management, data management, business applications, sectoral, internet, mobile and military command-control application software—are also exempt from value added tax (VAT).
Because the primary purpose of establishing the zone is to strengthen university-industry cooperation in research and technology development projects, firms are expected to collaborate with the university.
It is not mandatory for the company's headquarters to be located in the zone. However, the R&D and software office located in the zone must qualify as a 'workplace' according to the Turkish Commercial Code. Companies whose headquarters are outside Balıkesir province must register their zone offices as branches in order to meet this requirement.
Project applications are sent to 3 expert reviewers in the field.
Reviewers examine the project with respect to R&D content and innovation, the business plan and the organization's capacity to carry out the project, and the potential for the output to be converted into economic benefit (commercialization).
Based on the reviewers' opinions, our Technopark Project Evaluation Board may accept the project, request revisions, or reject it.
For R&D projects supported by a public institution reviewer panel (e.g., TÜBİTAK, KOSGEB), reviewer evaluation may not be required.
After the entrepreneur is notified in writing, the lease agreement is signed within 30 days.

No. Activities can be carried out by opening a branch in the Technopark or by moving the company's headquarters to the Technopark.
All companies that are liable for income and corporate tax can operate in the TGB.
Non-repayable grants received should be recorded in the '602. Other Revenues' account and will be exempt from corporate tax.

The evaluation committee assesses whether the time spent outside the zone is appropriate for the project. When personnel changes occur, because the outside-the-zone time was previously approved for the project, the new personnel performing the same role do not need to receive separate approval for the same project assignment.
Yes. The portion of the sale price attributable to intangible rights (e.g., intellectual property) is exempt from VAT.
Retired personnel benefit from tax incentives in the same way as other R&D personnel. No different procedure is required. However, they cannot benefit from incentives provided under the Social Security Institution (SGK).
Attendance fees of company executives working on the project are exempt from income tax and stamp tax.

It is advisable to obtain an official decision on this matter.
According to Corporate Tax Communiqué No. 1, the portion of the profit from serial production attributable to intangible rights such as licenses and patents will be separated according to transfer pricing principles and will benefit from income and corporate tax exemptions. Transfer pricing methods include:

a) Comparable uncontrolled price method
b) Cost plus method
c) Resale price method
ç) Transactional profit methods
d) If none of the above methods can reasonably be applied to reach arm's length pricing, the taxpayer may choose a method appropriate to the nature of the transaction.

Additionally, VAT exemption is applied for software in serial production.
They apply for times spent outside the zone that are part of the project, such as:

- Laboratory, analysis, testing and experimental work
- Work carried out in other technoparks
- Field research
- Scientific events
- Prototype development activities

These activities can be considered within the scope of the project for exemption purposes.
The list showing all R&D, design and support personnel defined under the Regulation who work in the zone, along with their job descriptions, qualifications and working times in R&D and design projects, must be approved monthly by the management company and kept on file to be presented during audits and inspections.
Within the limits of the law, anyone (including students) who is evaluated by the reviewer panel as R&D or design personnel can benefit from tax incentives.
The management company's duties and responsibilities (14/j) include maintaining information about itself and entrepreneurs operating in the Zone in written and electronic form daily or in real time, in the format determined by the General Directorate, and submitting annual information approved by its certified public accountant or sworn financial advisor electronically to the General Directorate by the end of May each year. If these obligations are not fulfilled, from June onward the entrepreneurs' quarterly exemption certificates may not be approved; if information is not submitted by the end of the third month, monthly exemption certificates may not be approved from the following month, and export-related procedures for the relevant entrepreneurs may be initiated during that month.
All projects approved by the management company's reviewer panel benefit from all incentives related to technoparks.

(For projects approved under TÜBİTAK or KOSGEB, reviewer evaluation may not be required.)
There is no obligation for the subject of a master's or doctoral program to be directly related to the project the person is working on.
Consultancy services obtained from persons who are not company personnel do not benefit from income tax exemption, stamp tax exemption or SGK incentives. It is up to the companies to decide how to procure such services that are outside the incentive scope.
Yes.
Carrying out the same project in different technoparks is not appropriate. However, one part of the project may be carried out in one technopark and another part in a different technopark. If BSTB codes are obtained for both, they must be reported as independent projects for each technopark.
There is no obligation to print the BSTB code on the invoice, but we recommend doing so. Including information on the invoice about the VAT exemption will facilitate tax procedures.

Incentives can be utilized on a project basis by choosing either Law No. 5746 or Law No. 4691. However, the law chosen for a project cannot be changed later.
Permission from the Zone management company and approval from the Ministry are required to carry out serial production.
Paid weekly rest days and annual paid leave periods, as well as wages that fall on public holidays specified in the Law on National Holidays and General Holidays dated 17/3/1981 and numbered 2429, are included in this exemption.
The incubation period is limited to a maximum of 3 years.

To benefit from corporate tax exemption, it is sufficient for the management company's reviewer panel to approve the project. Submission of the exemption list is not required.
If exemption is requested, it will not be granted. Personnel are required to be physically present in the zone.
Payroll should be calculated taking into account the periods the personnel are physically present in the zone.

Calculations differ between the Revenue Administration and SGK (Social Security Institution).
Working time determined in hours should be rounded up to whole days and converted to days, and the income tax exemption should be applied accordingly.
TTOs can be established as companies. TTOs established as separate companies benefit from all incentives provided to firms in the zone.
If the conditions specified in the Implementation Regulation (35-e) are met, work carried out outside the Zone is considered and may be included within the scope of exemptions.
They benefit from the VAT exemption for as long as they remain in the technopark.
